The science was never the missing part.
Around twenty tropical cyclones enter Philippine waters every year and eight or nine of them make landfall. None of that is a surprise. PHIVOLCS, UP NOAH and HazardHunterPH have mapped the hazard; the JRC has published the damage curves. The country is one of the most studied disaster environments on earth.
And every season, people still find out how deep the water got by standing in it. Banks still price a mortgage off a provincial average. Coordinators still assemble the situation out of group chats while it changes underneath them. The failure is not a shortage of science. It is that none of the science arrives as something a person can act on in the hours that matter.
So we build the three pieces that close it: a station that measures the water where it rises, a model that scores the specific address, and a map the response actually runs on. Sense, assess, respond — the loop.

Three rules we don’t bend.
Method before number
Publish first
The segmentation method went through peer review before a station was ever sold. The scoring rule is written down, including the places it breaks. If we cannot show you how a number was produced, you should not use it — and neither should we.
A score is a promise
Honest precision
An expected-loss figure carried to four decimal places implies a confidence the elevation model underneath it does not have. We cap precision at what the data supports, keep hazard and livability as separate numbers, and publish backtests whether or not they flatter us.
It works or it doesn’t
Designed for the outage
The network is the first thing a typhoon takes out, so nothing important is allowed to depend on it. Hardware that survives the storm it measures, inference that happens on the device, a map that degrades instead of dying. If it only works in a demo, it does not work.
A small team. End to end.
We stayed small deliberately. It means the person who soldered the station is the person who wrote the scoring method and the person who answers your mail — so there is nobody here who can tell you it is fine without knowing whether it is.
